The offer is available only in store with a 2-year contract. Best Buy stores are open from 7:00 am to 5:00 pm today.

The promo reads:

When Apple had launched iPhone 4S in October, it discontinued the 16GB and 32GB iPhone 4 and launched an 8GB iPhone 4 so we don't expect the stores to have too many units.
